cannot make a Parent as a child of another Parent if both have no child already

in my case there are only two parents and they don't have child . what i want to do is make parent A the child of parent B but when i Drag on it ...it just replace there position not make his child please help me .

screenshot_8 here in the image there are they and they both have no child but i want to make one child of other then what i have to do ?
