Search does not always have focus

There is a bug where the search feature doesn't get focus when the window that was previously in focus is not the File Explorer [1]. Instead, when I start typing, the input is still sent to the application. So when my search bar in Firefox has focus, and I press the Windows key and start typing, text appears in the Firefox search bar instead of a Windows search window.

OS: Windows 10 Enterprise Version: 21H1 Build: 19043.1052

[1]: There may be some other applications that work as well, but at least Terminal, Firefox, Spotify, Settings and Teams show this behavior.
