File, drive and folder shortcuts don't want to move on windows 10 start menu

I have this weird problem when i pin a shortcut tile for a folder and the tile does not want to move.

its kind of similar, but they show up in the all apps section and once i pin them onto the start menu i cant move them or put them into folders, all i can do is resize them. Even when i resize them to a different size they still are stuck.
