Not Working on Emacs28

changing theme just reverts to fallback in Emacs28. w/ Emacs27 everything works as expected.

Please let me know if you need more info, screenshots, etc.

Not sure when it was added, but there is a built-in Emacs function for this already: theme-choose-variant, which is also aliased to toggle-theme.
