Missing validation for Dominica phone numbers

Explanation validator.isMobilePhone cannot validate a good (valid) Dominica phone number.

The dominica number starts with +767, and is followed by 7 digits

Additional context Validator.js version: v.13.11.0 Node.js version: v23.1.0
