[BUG] Night time brightness breaks after a short while, making night near-daytime bright

Describe the bug

When using the night time lighting (regardless of multiplier over 1), after about a day in game, nights are nearly as bright as the day as long as the moon is out. The night will become suddenly dark right before sunrise most of the time. Restarting the game fixes it for a night cycle.

To Reproduce

Steps for the devs to reproduce the behavior:

1. Enable [Brightness]
2. Set nightBrightnessMultiplier to a value > 1 (ie. 1.5, 2, 3)
3. Play the game for more than an in game day
4. Notice how nighttime is now nearly as bright as daytime when the moon is out
5. Restart the game, and notice how the brightness is back to normal.

Expected behavior

Nighttime brightness is consistent
