Form paths in TimeDistanceMatrix

I'm leaving this as a WIP for now (based on #5072). The goal is to move the path formation to the base class so we can share that logic between costmatrix and tdmatrix. costmatrix is working after the refactor, but I still need to figure out why it's failing for tdmatrix.
