Cloud run Button

Hi,

Google recently announced this new feature, which allows people to make a button that instantly starts a GCP Cloud Run instance with whatever you set it. So this would basically could make valhalla 'click to deploy' with this button: https://github.com/GoogleCloudPlatform/cloud-run-button

Google Cloud Run has a 4 minutes timeout for the container to start
