Localization service improvements

During UnitTests the localization service currently returns null instead of an empty ViewModel. We should refactor for:

  • Return an empty ViewModel possibly with the localization strings as the default fallback
  • Change the XML docs so an example of the default strings is visible in tooling (VisualStudio, VSCode, Typescript, etc.)
