load_images_vapi should create the directory

load_images_vapi() downloads images when vapi-image-source= is specified. If there are no images downloaded, wget will not have created the directory documentation/<package>/vapi-images/, and valadoc will break. You can try this with rm -rf valadoc.org && make build-docs. It should fail on granite
