✨ make arrow dictionary encoded columns behave as if not encoded

This makes is irrelevalt for a user if a column is dict encoded or not all dataframe operations on it will be the same.

For backwards compatibility we still do not treat categoricals the same as dict encoded.

in v5 we can enable this for categoricals is we want as well.
