Fix cookie expiration time when cookieDuration is 0

If cookieDuration is set to 0, the assumption should be that we want to create a session cookie. For all practical purposes it works as expected now, but sine the cookie is set to time() + cookieDuration, it semantically isn't a session cookie.

Change this to be 0 of cookieDuration is:
