Investigate why issue #868 is causing mesh health problems

Investigate why https://github.com/status-im/nim-libp2p/issues/868 is causing gossipsub mesh health problems. It's believed the problem is related to the behavior penalty. After an initial investigation, it was found that lighthouse nodes sometimes don't reply as they reply to IWANT messages only when a peer is above a gossip threshold.
