[split-layout] Provide a way to resize with keyboard

I encountered this when trying to improve accesibility of a flow application. The "Splitter-Button" is not receiving focus and thus it's not possible to target it via keyboard.

In the list provided on https://vaadin.com/accessibility the SplitLayout is marked as "Not Tested". Are there plans to include it into the accesibility testing in the future?
