[menu-bar] Offer dropdown button as alternative to overflow menu
Describe your motivation
Menu-bar overflow doesn't give much control over which items are shown. Most important items need to be at the beginning to make sure they don't overflow first.
As an alternative, I'd like to suggest a mode in which all items are moved to overflow menu if all items don't fit visible at the same time. My hypothesis is that this is easier to understand compared to splitting items in menubar and overflow. Especially if a toolbar has multiple menubars side by side.
Describe the solution you'd like
Turning items to dropdown if all don't fit is currently challenging to implement. I'd like the overflow ellipsis icon to be easily customizable.

Additional context
Every now and then the need to alter orientation of overflowing comes up. Especially if the most important actions are not aligned to left, the need to somehow adjust the overflow as been brought up.
