[confirm-dialog] JAWS announces the dialog's message several times

What is the problem?

As demonstrated in https://github.com/vaadin/web-components/issues/4365#issuecomment-1269641430, when opening a confirm-dialog, JAWS announces its message 3 times. The cause may possibly be the same as in #4684.
