Migrate monorepo away from lerna

Lerna’s development seems inactive. Let us migrate away to another monorepo manager.

Looks like Lerna has been activated again by a change of maintainer and there was even a major release 2 weeks ago, so this issue might not be relevant anymore. Or maybe update the issue to be about upgrading to latest version of Lerna?
