Document `BootstrapInitialPredicate` and `BootstrapUrlPredicate`

There is no mention in the documentation about the new API introduced in V15: BootstrapInitialPredicate and BootstrapUrlPredicate interfaces for deciding when to eager load the UIDL fragment, and when to render the bootstrap page respectively.
