Document pre-compiled dev bundle in the upgrading guide

Nothing is really mentioned about the pre-compiled dev-bundle in https://vaadin.com/docs/latest/upgrading. It is mentioned shortly here https://github.com/vaadin/platform/releases/tag/24.0.0. But a mention about the changes to the maven plugin in the upgrade doc would have been handy
