[FEATURE REQUEST]function on cursor hover

Instead of having comment on cursor hover over buttons, and tray menu highlight on cursor over menu item , could a function take place of the comment, in other words an executable. Then any comment could be provided by the function as well as, in my case, the text played back as audio, as an accessibility feature. For column headers also.
