Debian packages are re-downloaded all the time

Debian packages are downloaded again, no matter if they were already downloaded in their latest version or not.

I always see the 61 packages of the SUSE Manager tools and the 7 test packages of the test suite downloaded. It's not a lot and I can live with that, but it's not normal behaviour of a mirror.
