Handle non IEEE 754 floating point formats

Although IEEE 754 is the dominant floating point standard today, that has not always been the case. The VAX, zSeries, and MIL-STD-1750A architectures all define different formats. To handle this correctly, the IProcessorArchitecture and/or IPlatform need to be involved when reading such values from memory.
