Create CAN driver module
Create the module for the CAN driver (common to all apps). The module will handle all CAN RX / TX processor thread capabilities. You must be familiar with the new rover CAN library before starting on this task. Make sure to develop off of the app-structure-redesign
branch.
Prerequisite: #382 is merged.
