Allow customer edit message for customer and operator
Description
A customer that make a mistake in his message doesn't have the edit function to correct his message on the ticket. For correct the message user has to write a new message.
Will be nice implement the function that will allow the user to edit his ticket messages and maybe allow a history to be logged.
Will be also nice allow admin operator account or agents with the right permission to edit also customer messages and also here have a history that can be checked. If I'm not wrong I see this possible in OsTicket.
