fix: Move bank loading from cpp editor plugin to gdscript editor plugin. Create a bank database in gdscript to store banks for editor

This fixes banks reloading in editor.

I tried these changes out when I click reload banks it still doesnt get the latest changes from the bank. It only updates after restarting the editor

Did you tested with the new cpp code ? Because on my side everything reloads

I've tested it in a new project now and it does work, so the fault of why it doesnt work in my project is my fault, sorry about this!
