Resize display to window size automatically only works sometimes

Describe the issue
The per-display setting "Resize display to window size automatically" only works sometimes. My (Linux) guest has the SPICE guest agent tools installed and running, and while I had it working twice, it didn't work ~8 other times. Resizing the window just scales the VM up but the guest OS doesn't actually realize the resolution has changed.

I can not figure out what specifically made it work those 2 times, but when it does work it's amazing and together with both windows set to fullscreen the whole experience feels fully native. I also tried with just 1 screen but the result is the same.
