Consider reorganizing utilities by property/tag

Would the utilities be easier to browse if they were not pre-grouped into categories like text-styles rather simply by individual properties, which could further be grouped by tags (like text styles, color, etc)?

@pglevy I'm interested in this, but it'll need some prototype testing. Can we come up with a lightweight testing model for this? I'll flesh out the issue with some more detail to make it clearer.

So this is the basic idea — listing all the individual utilities in the sidebar instead of grouping.

Pro: You don't need to understand the groupings Con: A long list

Most of the top onsite search queries are for utilities, another "pro" for a longer, easier to browse list.

I believe we should reorganize the utilities landing page to mimic the new components landing page. Added to roadmap backlog.
