Patterns usability update: fix heading structure in inclusive design patterns report

During the content audit we noticed that the heading structure in the inclusive designs pattern report needs updates for accessibility including eliminating redundant header names within the same page and ensuring that headings are nested in a logical, hierarchical structure. This purpose of this ticket is to make updates to the heading structures within the inclusive design patterns report in order to improve user experience, especially for those using screen readers.
