Consolidation: Change to QC/Edit Docket Entry Process
As a petitioner or practitioner, so that documents are less confusing, I need the QC process to not generate unnecessary cover sheets on e-filed documents in consolidated cases.
With the implementation of multidocketed e-filings, the QC process now generates multiple unneeded cover sheets for these documents, which make them needlessly long and duplicative. This makes the cover sheets confusing and increases document length for no good purpose. Additionally, the extra work items are unnecessary since they are by definition duplicative of the work item on the lead case.
We would like to handle this process more intelligently for consolidated e-filings. This will streamline the QC/editing process for the Court, reduce overall QC volume, and maintain Court's commitment to having a single source of document truth while removing the extraneous cover sheet generation.

Acceptance Criteria
QC PROCESS:
- When a document is filed in the Lead case in a consolidated group and multi-docketed across the group, a single QC work item is created for the document
- The Lead case QC work item signifies that the document was multiidocketed across the entire consolidated group
- The Lead case QC work item is displayed everywhere QC items would normally be displayed (section/personal QC display, judge/chambers QC display)
- NOTE: the "needs QC" red star signifier is still present on all docket entries created in the multidocketing process
- Completing QC on the Lead case work item automatically completes QC on all other docket entries created as a result of the multidocketing process
- NOTE: the "Complete QC" link should no longer be available in the Member cases when a multidocketed document needs QC
- When completing QC on the Lead case results in a new coversheet for the document, only a single cover sheet is attached to the document. This is reflected in all the docket entries for that document.
- When completing QC, if a Notice of Docket Change would be generated, a NODC is generated for all cases in the group for which the filing is docketed
- The NODCs contain the information specific to that case's docket entries
- If any parties on the affected cases receive paper service, the paper NODCs requiring service are presented to the user for printing and service
- Help text is displayed on the QC screen when completing QC for the Lead case work item
EDIT DOCKET ENTRY PROCESS - LEAD CASE
- A docket entry created as a result of the multidocketing process in the Lead case can be edited as normal
- Edits made to a docket entry created as a result of the multidocketing process in the Lead case are automatically made to the corresponding docket entries in the Member cases for which the document was multidocketed
- Help text is displayed on the Edit Docket Entry screen when editing the docket entry created as a result of the multidocketing process in the Lead case
EDIT DOCKET ENTRY PROCESS - MEMBER CASE:
- A docket entry created as a result of the multidocketing process in a Member case cannot have any of the fields in the Document Info tab edited by a clerk.
- A docket entry created as a result of the multidocketing process in a Member case can still have changes made to fields in the Service or Action tabs by a clerk.
- NOTE: this means that individual multidocketed entries can be stricken, added Action text, and have its Service designation changed by editing the docket entry as per normal process
- A docket entry created as a result of the multidocketing process in a Member case can still be sealed individually
- Help text is displayed on the Edit Docket Entry screen when editing the docket entry created as a result of the multidocketing process in a Member case

Scenario 1 - Simultaneous Briefs that have been filed across a consolidated group
- Party 1 files a Simultaneous Brief across a consolidated group
- Once filed, the document receives a coversheet in DAWSON (without a service stamp)
- Because they filed across the group, DAWSON currently creates an individual QC work item for each case.
- The document is not yet served on the case
- Party 2 files a Simultaneous Brief across a group

Scenario 2 - Docket clerk needs to edit a filing during QC that has been filed across a consolidated group
- Party wants to file a document across a consolidated group
- When selecting the document type, they choose the wrong document type
- Party files the document with the wrong doc type and it is docketed on each case in the group
- Docket clerk goes to QC inbox
- Each document that was filed has an individual work item in the QC inbox
- Docket clerk QC's work item 1 and selects a different document type from the picklist
- Saves the QC item
- There is now an additional coversheet on the document that now reflects the correct document name
- Docket Clerk QC's work item 2 and selects a different document type from the picklist
- Saves QC item
- There is now an additional coversheet on the document that now reflects the document name
- etc. etc. etc. for however many cases are in the group.
Scenario 3 - Docket clerk needs to make an edit that would create a new coversheet to a document that was filed (court filed or externally filed) across a consolidated group
- Docket clerk navigates to the docket record of a case in a consolidated group and clicks the edit link next to the document that was multi-docketed. This could be an external filing OR a court filing)
- Clerk makes and edit to the document that generates a new coversheet (filed date, document title, Additional info 1 (when the "add to cover sheet is checked), making an edit by adding more info into additional info 1 and unchecking the checkbox, adding certificate of service)
- Clerk saves the edits
- There is now an additional coversheet on the document that now reflects whatever change you just made
- Docket clerk navigates to the docket record of another case in the group and clicks the edit link next to the document that was multi-docketed. This could be an external filing OR a court filing)
- Clerk makes and edit to the document that generates a new coversheet (filed date, document title, Additional info 1 (when the "add to cover sheet is checked), making an edit by adding more info into additional info 1 and unchecking the checkbox, adding certificate of service)
- Clerk saves the edits
- There is now an additional coversheet on the document that now reflects whatever change you just made

The following criteria must be met in order for the user story to be picked up by the Flexion development team. The user story must:

- FYI: Document QC (aka work items) are stored in postgres.
- ~~Want to be clear, each document does not need its own cover sheet? Its all the same cover sheet? (1 cover sheet per consolidated group???)~~ Moot point now that documents can only be QCed from the lead case
- Do all three of these pieces have to go together or can they be three independent stories?
UX Notes:
Only one row per consolidate case filing. Display all docket numbers with appropriate consolidated icon.
When QCing the document from the lead case, display an alert.
When editing the document from the lead case, display an alert.
When editing the document from a member case, display an alert and disable all fields on the document info tab.
Note: This story resolves the QC issues described in Scenario 1 above, but does not solve the multiple coversheets that occur when serving simultaneous documents. Another story will address the serving component.
Test Cases
Preconditions
- Log in to DAWSON as a Petitioner associated with a Consolidated case
- File a document and be sure that you filed it in all cases in the group (test this with filing from a member case and a lead case).
- Be sure that some of the docs you file are simultaneous
- Repeat the steps above, but with a Private Practitioner and an IRS Practitioner.
- You should not have multiple documents available now in Document QC.
1) Docket clerk accesses the Section QC inbox; Filings made across a consolidated group now display as a singular QC item with all the cases the document was filed in also displayed.
- Log in as a Docket clerk
- Click on Document QC
- Click on Switch to Section QC
- Scroll down to find the Petitioner filing from the Preconditions above.
- Review the QC item
Expected Results:

- Log in as a Docket Clerk
- Click on the Document QC Header
- Click on Section Document QC
- Click on the docket number for one of the member cases on one of the Petitioner filings that filed across a consolidated group (not the document title)
Expected Results:

- Select Served radio button
- Click Save and Serve

19) Docket clerk processes a paper filing in the lead case in the Consolidated group and saves (does not serve); A singular row is displayed on the In Progress tab, and only displays the Lead case docket number; paper filing is not displayed on any member case in the group as per normal.
- Log in as a Docket Clerk
- Navigate to the lead case in a consolidated group
- Click the Create button
- Select Paper Filing
- Upload a document and fill out the required fields
- Click Save for later
- Click on the Document QC Header
- Click on the In Progress tab
Expected Results:
- [ ]There is only a singular QC item in the Document QC In Progress view for the paper filing that was saved to the Lead Case (Check this on the My Document QC and Section QC in Progress views)
- [x] Only the Singular docket number that the Paper filing was saved in is displayed on the In Progress view.(Check this on the My Document QC and Section QC in Progress views)
- [x] Lead Case icon is displayed, no other icons
- [x] The paper filing is only saved to the Lead case, it is not saved to the docket record of any of the member cases.

We are now able to serve documents from the Message Detail page @ttlenard
Decision was made to restrict Serving of documents from only the Lead Case. QC/Edit will remain doable from Lead or Member cases.
