Expand Sector of Interest Values

The initial Sector of Interest list is less than complete. Does it make sense to use the Critical Infrastructure Sectors defined by Presidential Policy Directive 21 (PPD-21)?

@Chris-Turner-NIST It would be good to propose a list of sectors to add. Can you come up with a list?
