Add tags to uploaded simulations

To allow users to upload convergence series (grid convergence, time step convergence) and other groups of simulations comparing features of their codes a grouping of uploaded results would be nice to have.

I suggest adding tags to uploads and the ability to filter the displayed simulations via sets of tags.

Example tags could include: INL, MOOSE, Problem 1a, grid convergence, or time step convergence

The advantage of tags is that a simulation can contribute to multiple groups (e.g. a simulation can be part of both a grid as well as a time step convergence study).

I furthermore suggest a Best, Most accurate, or Default tag and have results filtered by default on this tag to reduce clutter in the simulation overview page (users will have the option to remove this filter tag to display all uploaded simulations if they chose to).

Furthermore I suggest to preload the list of available tags with standardized values for the problem numbers, the known community codes, the known participating institutions. We can still allow custom tags, but having Problem 1a, problem 1.a, and prblem1)a would be sucky.
