User Story:

User has docker or similar container environment on their workstation, and would like to execute a precompiled and secure version of the binary without installing the released jar.

A functioning Dockerfile is located https://gitlab.com/shrgroup/oss/compliance-as-code/oscal-cli and a functional container hosted registry.gitlab.com/shrgroup/oss/compliance-as-code/oscal-cli:0.2.0

Goals:

• Build a Docker image,
• have tags match each version of the CLI
• host it on one or more public registries
