Update OSCAL models to v1.1.3

User Story:

To update oscal-cli to the most recently published OSCAL models, I want the maintainers to update this underlying library to leverage the v1.1.3 models, not v1.1.2.

Goals:

• [ ] Update OSCAL submodule from commit for v1.1.1 tag to v1.1.2 tag.

Acceptance Criteria

• [ ] A Pull Request (PR) is submitted that fully addresses the goals of this User Story. This issue is referenced in the PR.
• [ ] The CI-CD build process runs without any reported errors on the PR. This can be confirmed by reviewing that all checks have passed in the PR.

OSCAL v1.1.3 is supported by liboscal-java v5.1.0 and later. Version 5.1.0 was released on November 26, 2024, the same day OSCAL 1.1.3 was released. The metaschema-framework/liboscal-java library is feature compatible with this library and fixes many bugs present in the NIST versions.

Contributions to NIST’s projects were always welcomed and the community members were encouraged repeatedly to review such contributions to ensure they serve their interests too.
