Comment (Include rationale for comment): One of the advantages of the NIST CVR containing data about Contests and Candidates and not just codes is to support reporting directly from a set of CVRs. However, because the CVRs are missing several properties that ERR requires this is not strictly possible.

Suggested Change: Consider adding ERR required fields such as Election::StartDate, Election::EndDate, Election::Type
