Enhanced Error Code Definitions and Processing

This issue consolidates a number of older items requesting potential improvements to current Error Code content. Future Error Code enhancement activities will be tracked under this ticket. Previously suggested improvements include:

• Custom ACVP specific error content within the response payload (Reference Error Response for New Web Frontend #863 ),
• Subsection error codes for each RESTAPI endpoint (Reference Suggestion: Define the Response Message for Expired JWT as Part of the Spec #903 ), and
• Providing a 400 series error for a bad request instead of a boilerplate 500 error (Reference Unhelpful Server Response Error for Incorrect Vector Response Data #1028 ).
