Test Session Exipiry warning on Failed Test Session

we received a test session expiration warning for tsId 5805. that test session contained one vector set (vsId = 56240) which had failed validation. since there were no other vector sets in the test session this test session could not be certified by deleting the failed vector set. there is no need to send expiration warnings for test sessions that contain only failed vector sets.
