Definition missing?

Ryan sent this. not sure I really care to address but noting it just the same:

Did you define it in 63-3?

It is used a lot, and pair-wise and pseudonymous identifiers are both defined, but I am not seeing the base “identifier.”

Some of our international colleagues pointed this out.

I don’t see a definition for identifier in 800-63-3, and it would be useful to have one at some point.

The definition might be controversial so this should go in the next revision.
