[BUG] Design CSS not loading in some views

Describe the bug I am using a dark theme from the Design menu. It does not apply in the following routes:

/logout
/filemanager
/configservercsf

Operating system: Almalinux 8.7

CyberPanel version: 2.3.4

Additional context It seems those views don't load the extra styles at all.

Some themes are designed by community member as well can you point exact name of theme

@shbs9 How to reproduce:

• Go to :8090/base/design
• Select true-dark-cyberpanel ( or any other theme, including custom CSS. )
• Press Save Changes
• Go to :8090/websites/listWebsites
• Press File Manager next to whatever site you want to see will have the default CyberPanel design
• Notice the default design in the file manager for that site

Pretty easy to reproduce.
