when ies writes fixed parameter values to model input files, with each iteration the scalar gets reapplied. e.g. iter 1, par val is 1., scalar is 1.e-2: 1.e-2 written to input file. iter 2: 1.e-4 is written.
You mean the "scale" value in par data? Which version of ies are you using?

I tried to repro this issue using the current develop branch on a simple test and couldn't trigger it, trying a range of input options. Can you post the pst and rec file for the run where this happened so I can see the options you were using?
i dont have the rec, but i should be able to send PST Monday (out tomorrow). i made all scalars 1 and updated init value correspondingly and it is running as expected.
