Change confidence calculated by the form to the following values:

5 for rooftop precision (~10m precision) 4 for block precision (~100m precision) 3 for neighborhood precision (~1km precision) 2 for town/city precision (~10km precision) 1 for less precision

In the case that no precision determination can be made, leave the value as null.
