Update angular template

Currently it is confusing because we have two branches for the hazdev template:

• angular-master
• master

I would like to update master and remove the angular master branch. Also, I would like to increment the version on the master branch to a new major release and start tagging the hazdev-ng-template project with the same version number as the main hazdev-template package.json.

Also, to ensure that @ehunter-usgs is not the only person releasing versions of the template the npm repo needs to be updated so that everyone on the team can push new packaged versions to npm.

The actionable part of this ticket for the earthquake-eventpages project will be updating the version number for hazdev-ng-template once the above changes have been completed.
