Custom Search-based RSS feeds

Story

As a GovInfo user interested in particular documents, I want to be notified when there are new results so that I can keep up to date and review them.

Acceptance Criteria

• From a GovInfo search results page, users should be able generate an RSS link that will return new results based on that specific search
• RSS will return up to 100 results
• RSS returned will be valid RSS, according to the W3C Feed Validator
• results will return title, links to details page, available content files, and search teaser information relevant to the search request used to generate the feed. -RSS channel link will link to the search results for the original query
