Make BILLSUM collection available via API

Similar to the BILLSTATUS collection, we will be making the BILLSUM collection available as part of the API. This should be available in the following endpoints initially.

  • collections
  • published
  • packages
  • search

We also intend to make it available via the related service, but this may not make the initial release.
