Closing now that this has been fixed properly
As of 1/20/2024, Tor routing appears to work without this problem. Usage of the android client might have fixed this.
Closing this in favor of continuing to use a separate release for old versions of windows with Python 3.7.9, as those old versions aren't supported by security patches in general...
