Pinned note not appear on top in Public

Describe the bug

As described in subject, pinned note not appear on top in Public. However it appears pinned under my private profile, just not in Public space.

Steps to reproduce

1. Create a private note
2. Set it to pinned
3. Later decide to switch it to public
4. Now browse to Memos in an incognito browser as a guest
5. Pinned note appear at the bottom

The version of Memos you're using

0.22.2
