Tool Request: Wget

@JanLeendertse would like to have Wget as a tool in Galaxy to create a tutorial explaining how researchers can properly download and store their old websites for good research data management.

@bgruening agreed that we can include the tool but suggested a quota limit for the tool.

It would be great if someone could take a look. Please ask @janleendertse for all content-related things. Thanks a lot in advance!
