picowota does not seem to work with pico-sdk 2.0.0

I used picowota very successfully about a year ago prior to the release of pico-sdk 2.0.0 and it worked well.

I've just started a new project using pico-sdk 2.0.0 and could not get it to work. On several occasions my picow got into a state where I could not load new versions of my application via usb, I could recover the picow using flash_nuke.

When I tried to load code using serial_flash I'd get this message

image load address too low

It seemed to be trying to load the application at the base of the flash area. 0x10000000.

Eventually I thought to revert to sdk 1.5.1 and it now works fine.

Do you have any thoughts on what the issue might be?
