Adds github workflow to label pull requests based on the files changed.

Feel free to adjust the labels in the labeler.yml file.

@jwetzell Is this still needed since we have already installed the Github App for taking care of PR Size labelling ?

@helloanoop that is up to you and your team. If you look at the linked information you can see how this differs from labeling based on size.
