config option needs-include-needs not respected everywhere

The config option needs-include-needs shall delete the needs of the documentation and therefore doesn't trigger other Sphinx-Needs features.

Right now needs-include-needs is not respected everywhere, so that the complete code e.g. of needtable gets executed.

Task: Check directuve-run and event handler functions if needs-include-need is set to True, if this is the case, do nothing or at least return dummy nodes/data.
