Add 'Resources' Page

Problem

USDS does not have a public aggregation of tools and methods that it endorses, like the digital.gov resources page. Something like this would position USDS as leaders in the civic tech industry and help many smaller civic tech teams grow and improve. Since publishing the Digital Playbook, USDS has not published similar public tools, while it does have the brain trust to do so and scale better technology across government.

Content Requirements

• Quick links to tools, methods, and other resources published by USDS, 18F, and other government tech partners that USDS explicitly endorses
• Some kind of narrative or content flow that intuitively guides product team users towards using the right resources at the right stages in the product development process.
